A user selected in a Manual Record Permissions field gets cleared/disappears from the field when either of the following occurs:
- The record is opened in Edit mode.
- The Record Permissions field is displayed in a report where Inline Edit is enabled and the Enable editing in search results option is enabled for this field.
However, when the record is returned to
View mode and/or
Inline Edit is
disabled for the report and for the Record Permissions field, the issue does not occur and the user does not get cleared from the field. See the below screenshots:

Note:
- The above behavior when opening the record in Edit mode occurs only when the Record Permissions field's Display Control is set as Values popup; however, this does not occur with any other Display Control options (the user is still displayed in the field). On the other hand, when Inline Edit is enabled, the user gets cleared/disappears from the report for all the Display Control options.
- When the record is open in Edit mode and then saved while the Record Permissions field is empty, the user is cleared completely from the field and will not appear again even after returning to View mode.
This occurs due to that the selected user is an
inactive user; and the
Exclude inactive users option is enabled in the
Record Permission field's properties.

Uncheck the Exclude inactive users option from the Record Permission's field properties in the Application Builder.
Note: Disabling this option will allow inactive users to be populated in this Record Permissions field.
