Description


You are unable to access the Application Builder pages (for both Applications and Questionnaires). When clicking the Applications or Questionnaires pages, the pages will appear to be loading but then just turn blank.

Cause


There are other reasons that this could occur but this article focuses on the issue being an Antivirus blocking the loading of the page on the client machine's network.
To identify this, perform an F12 Network trace or Fiddler Network trace while reproducing the issue.
Next, identify if there is a 503 - Service unavailable HTTP error code in the trace. 
While looking at the raw error in either Fiddler or the browser trace, you should observe an error similar to the below:

Cache-Control: no-store, no-cache, must-revalidate, post-check=0, pre-check=0
Connection: close
Content-Length: 1458
Content-Type: text/html; charset=UTF-8

Resolution


Work with your network team to create an exception on the network to be able to load the page.
