We have a need for several of our power users to access the Notifications sent reports. I thought I had granted those permissions to power users in the past, and searching the kb, I saw someone say they had given their user access to that particular report ..... and then the discussion went another way. How can I allow a user the ability to run this report without giving them admin rights?

Running this report is giving them admin access. In order for them to run the report they will get access to the administration menu, access control section, access control reports, this report.
To give the access you will need to assign read access to the report to a role the user has. Maybe make a new role called access control reports, then on the rights tab add any reports you want to allow. At this point you could assign this role to any users needing to run access reports.
