Deep link to create new record doesn't work if user not logged in

We have some users who need to create and complete questionnaires - to make it simple we give them a deep link which should start them off creating a new record.

However if the user is not already logged we see this behavior: 

• Directed to login page 
• User logs on 
• Directed to their default dashboard 

I found this article which implies its a browser setting but even setting this I can't get it to work:

Any ideas out there?  Any other tips/workarounds?

@NeilDavis , go to a record in the questionnaire that you want user to create a new questionnaire in and click on the Share icon and select Copy URL.

Paste the URL in notepad and look for id%3d(number)%26 and replace (number) with 0.  So, it would look like %3d0%26 and then use that URL instead.
