Persistent Footer

I have a potential use case where I need to add a persistent footer at the bottom of the record.  Something that displays Confidential or Sensitive.  Not sure, but is a custom object the best way to go about this?  Would anyone have something that could help?

You should be able to use a text box layout object to achieve this.

I did this however the text box is not locked in position.  As they scroll through the records the text box moves too.
