CreateUserExWithPassword is not working?

I tried to call CreateUserExWithPassword providing all parameters but still it throws an error, does this work or bug?

intention here is to create user and set password in one time to avoid multiple calls.

Take a look at the sample code that has the SOAP body that needs to be passed, CreateUserExWithPassword.
